Philippine Election 2007: The Miraculous Maguindanao Vote
For the rest of the country the Genuine Opposition is making a strong show of force by having 8 Senators in the top 12. But in Maguindanao, reality has not set in, and a miraculous 12-0 TEAM UNITY sweep is set to take place. The big controversy at the moment is allegations that the current “Garci”, Rey Sumalipao (current COMELEC director in ARMM) has not furnished or is delaying the election returns to NAMFREL, which is needed to verify the votes and if cheating took place.
Ricky Carandag emphasizes the right of NAMFREL,
Namfrel chairman for Lanao Lacs Dalidig is complaining that the Comelec officers in the province are refusing to turn over the sixth copy of the election returns used to tally votes in the precincts. As a Comelec-accredited citizen’s arm, it is entitled by law to the sixth copy. That sixth copy is often used to determine if there was any cheating in the election.

PCIJ reports on the anomalies in Maguindanao and remembers the 2004 vote,
The Maguindanao tally brings to mind the suspicious results of the 2004 elections that came from the region, whose votes helped ensure Gloria Macapagal-Arroyo’s victory by a 1.1 million-vote lead over Fernando Poe Jr.
One of the calls made by Arroyo on June 6, 2004 sought Garcillano’s assurance about the consistency of election forms in Maguindanao. Garcillano’s reply: “Hindi naman ho masyadong problema sa Maguindanao (Maguindanao isn’t much of a problem.â€
The worrying aspect of all of this is that TEAM UNITY is claiming the same fate of 12-0 sweep in many towns all across the country. With the counting moving ahead, the opposition will be challenged, and their watchers will be in the inevitable position of exhaustion just as the possible surge in cheating might take place.
As Diskurso ni Doy points out, the current trend seems to point to an operation of “Dagdag-Dagdag”. Basically he summarizes the vote counting process and points out where votes may be padded or added on to.
- Votes will be counted by the BEI at the polling places
- Results of the BEI will be written in the Election Returns (ER) and submitted to the municipal city canvasser
- The results of the municipal city canvass will be written on the Certificate of Canvass (COC)
- The individual COC’s is sent to the provincial canvasser which will be summed up into the Provincial Certificate of Canvass (PCOC)
- The PCOC is sent to the Phil International Convention Center (PICC) in Manila to conduct the final National Canvass.
Because of the poll watchdogs, it seems that it may be easier to add votes in between the move from the municipal city canvass and the provincial canvass. This is why it is important for NAMFREL to get hold of all of the Election Returns, some of which are allegedly being withheld, so that we can check for discrepancies.
Because of reports that are coming in with regards to election vote counting fraud, it is necessary for the nation, the watchdogs, the poll watchers, and the opposition to not let their guard down in the upcoming days.

The following video shows some unusual Elections Returns, and you will see ARMM COMELEC DIRECTOR Rey Sumalipao as he tries to explain his way out of these discrepancies, and gives the usual line, “we will investigate”. Investigate — really???
Maguindanao: GMA news team barred from entering capitol
In the following video, it is cause for worry as to why even the GMA news team was not allowed to observe the canvassing. You will also notice the mention of Lintang Bedol who was made Maguindanao’s provincial election supervisor. Take note that Bedol’s name was mentioned in the ‘hello Garci’ tapes, and is considered one of the players in the 2004 massive vote cheating.


Oh my F#$%ing God! Stop all this crap, if you are going to start throwing all this crap at us, then have the opposition file cases against these people.
The reason you guys stick to allegations is because this is all you have. There is no proof, and just because The Administration is winning in the local elections, Fraud kaagad ang sinasabi ninyo.

Mayor Duterte named as least two barangays in Davao’s Calinan District that went 12-0 for the TU.
The reward for the political leaders in the area are free trip to Europe.

I’m sorry that you feel that way, but all of this information is out there. The P1 million peso reward has been confirmed by the Governor himself. He wasn’t shy in speaking about it either, which shows his disrespect for the voting public altogether.
These are not allegations, all of this is being reported, as to who is behind all these shenanigans one can only point to COMELEC and The Administration. But these events are not being made up in a studio somewhere in Manila…

You have to tip your hats though at the big prizes for all their dirty deeds, and let’s hope that maybe the political leaders don’t come back from Europe.
Ok, so nasa telebisyon ang mga anomalies na yan. But we have to realize, that the rule of law states that we need to take all these complaints to the courts, so that they can be decided upon. Instead of complaining, the oposisyon should focus on watching the vote and mounting their evidence. If they don’t do that, then obviously they have a weak case.
