Villar’s Dilemma: The Blue Ribbon Committee Chairmanship

As of this moment, Manny Villar has not announced who will get The Blue Ribbon Committee. If indeed, The Blue Ribbon Committee was part of the deal in order for the Administration Senators to give Villar their support, then I can see why he would be having a hard time.

Just imagine if indeed, The Blue Ribbon Committee goes to Joker Arroyo, what will this mean for Villar’s popularity? And what if it doesn’t go to Joker Arroyo, what will the Administration Senators do?

All of this could have been prevented though, if they had just kept it within the opposition.

But make no mistake, this is going to be one of the most important committees in the 14th Congress. With this committee in the hands of the opposition, we can finally get the answers that all of us have been asking. Corruption in The Military, the extra-judicial killings, any hidden wealth by The Arroyos, Corruption in the Government like GSIS, DPWH, as well as the elections of 2004 and 2007. So much is riding on this committee.

The Blue Ribbon Committee has the power to do the following, as mandated in the rules of The Senate,

Jurisdiction: All matters relating to, including investigation of, malfeasance, misfeasance and nonfeasance in office by officers and employees of the government, its branches, agencies, subdivisions and instrumentalities; implementation of the provision of the Constitution on nepotism; and investigation of any matter of public interest on its own initiative or brought to its attention by any member of the Senate. Rule X, Section 13

malfeasance - wrongful conduct by a public official (should not have done)
misfeasance - Improper performance of an act which a person might lawfully do (did not do correctly)
nonfeasance - Failure to perform some act which should have been performed (failed to do)

Villar has put this upon himself. It is up to his own integrity and courage if he will do the right thing. If he doesn’t do the right thing with this important committee, and he chooses an Administration Senator, then God help him, because the electorate certainly won’t.
